Anna Pavlova founded PrimeMover Strategies with a goal to enable stronger alignment between corporate commercial goals and public policy initiatives. Most recently,Anna built $100 million in LOIs and an $800 million pipeline for a first-to-market low carbon power and carbon management company CarbonQuest. As a public policy, sustainability and partnerships executive at two Fortune Global 500 companies, Schneider Electric and Johnson Controls, Anna used public policy tools to enable growth, reduce risk for projects and business verticals such as battery storage, microgrids, government energy contracting, and sdvanced manufacturing. In 2025, Anna was retained by the Data Center Coalition to author their federal AI energy and NEPA reform policy framework, submitted to the Trump White House and adopted as the basis for federal AI energy guidance.
